According to this generic demographic transition model, that crude death rate would be in stage 3. Also the birth rate is much higher than the death rate at 32 per 1,000 people. The natural increase rate is starting to decrease at this point. Throughout the years, the total fertility rate has been decreasing resulting in the decreasing crude birth rate. This was probably due to the use of contraceptives and family planning.
